Most contractor quotes are free, and for routine jobs you should not expect to pay. A basic estimate is part of winning the work, and reputable contractors treat it that way.
Paid quotes are legitimate in one situation: when the bid itself is real work. Detailed design-build proposals, engineering assessments, or itemized bids on complex remodels can take days to prepare, and some firms charge a fee that is credited back if you hire them. That arrangement is fair; just get it stated up front.
From the contractor's side, the same logic applies in reverse. Free ballpark numbers, but detailed scopes of work deserve either a commitment or a fee. Either way, the winning quote should convert into a written agreement, not stay a text message.
